Municipality FAQ

Is our municipality covered by Circular 2025/10?
Yes. All metropolitan, provincial and district municipalities are covered by Law No. 5378 on Persons with Disabilities and Presidential Circular 2025/10. Municipalities fall into the one-year compliance period group; the deadline is 21 June 2026.
What penalties can be applied?
The Ministry of Family and Social Services may impose an administrative fine of between 5.000 TL and 25.000 TL for each identified non-compliance. The annual cap is set at 500.000 TL. It can be issued following a citizen complaint or an ex officio audit.
How do GIS maps become compliant?
A text alternative for the map data must be provided. The cerez.io widget provides keyboard navigation and a magnifier; however, the text alternative for the map content must be prepared by the municipality IT team. This gap is detected during the scan step, and a remediation guide is provided.
Is widget integration really possible in 5 minutes?
