KAİK Guide

WCAG-focused accessibility is expected within the framework of the Digital Transformation Office KAİK guide. Presidential Circular 2025/10 reinforced this obligation.

KVKK Article 9 / Data Residency

Accessibility Statement

Is KAİK mandatory for a public institution?
Short answer: Under Presidential Circular No. 2019/12 on Information and Communication Security Measures and the Accessibility Guide for Public Information Systems (KAİK) published by the Digital Transformation Office, public institutions are expected to apply WCAG and accessibility standards in their web services. Ministries, municipalities, universities and state-owned enterprises are assessed within this framework.
Can I obtain a KAİK "Compliance Certificate"?
Short answer: There is no accredited certification body for KAİK. cerez.io provides a configuration aligned with the WCAG and accessibility requirements within the KAİK guide and an EAA Statement (accessibility statement) output. The institution publishes this statement in its own name. In Court of Accounts/EYHGM audits, the implementation's WCAG alignment and the existence of the statement are taken into account.
Why is local hosting in Türkiye important?
Short answer: For public institutions, transferring citizen data abroad is restricted under Article 9 of KVKK. cerez.io is hosted in a local data center in Türkiye on its own infrastructure. For a manual pre-check ahead of a Court of Accounts audit, the EAA Statement generator and widget usage reports are considered sufficient.
Is KEP/EBYS integration available?
Short answer: It is not part of the standard package. It can be evaluated within an Enterprise contract based on corporate customers' needs; it is offered as a separate development item.
Is training included?
Short answer: Training is not included in the standard package; it can be offered optionally as a separate quote. It can be planned online or on-site, covering WCAG fundamentals and the content of the KAİK guide.
